Server update 4/3-10

I changed the levels of almost all heroes from level 3 to 19. This gives more time to the "slow" SH.

I edited batman so he gives a bomb to all Ts who has him. Now there can be more than one bomb per round! He also gives CTs a def kit, and he gives less guns than he normally does
The reason why I did this is because you never use the weapons he provides and just causes confusion with what weapon you want to use. Also I like that Ts get a bomb and CTs get a def kit. You never buy it but need it pretty often.

And as the last note, I am currently working on getting a plugin running. This will show who has gotten the most headshots in the map.

Yeah.. Now lets see if I can get it running..
